Rajasthan's GST state code is 08. An invoice from Uttar Pradesh to a Rajasthan registration is an inter-State supply with IGST. If your Jaipur business is not GST-registered, the rule for an unregistered buyer is the address on record, which for a Jaipur address also leads to IGST; the difference is that only a registered business can claim the tax back as input credit.
