Telangana's GST state code is 36. Neighbouring Andhra Pradesh has its own code, 37, so read the first two digits of the GSTIN rather than assuming the state from the city. A 36 means Telangana, and an invoice from Uttar Pradesh to it carries IGST. The rule sits in the place-of-supply provisions of the IGST Act, linked below, and your CA can confirm which of your registrations should be billed.
